'We should do something sometime' is not a plan, it's a mood. People who want to see you propose a day. Vagueness that survives more than two rounds isn't shyness, it's a soft no that's hoping you'll do the work of hearing it.
It's not necessarily that he doesn't like you. It may be that he likes you at exactly the level of effort he is currently making, and no more.
Offer one specific day. A yes-or-no question can't be answered vaguely. What comes back tells you everything.
